NDIS Practice Standards explained: modules, outcomes and quality indicators

How the Core, supplementary and Verification modules fit together, what outcomes and quality indicators are, the rules that change which modules you're assessed against, and the new SIL Practice Standards.

The NDIS Practice Standards set the quality standards registered NDIS providers must meet. They also tell participants what quality support they should expect. You're audited against them to become registered, and you must keep meeting them to stay registered.

How the standards are organised

The standards are split into modules:

  • the Core module, for registered providers delivering higher-risk supports
  • supplementary modules, which apply depending on the supports you deliver
  • the Verification module, for registered providers delivering only lower-risk supports.

Each module has outcomes (high-level, participant-focused statements) and quality indicators, which auditors use to assess you and which show how you can demonstrate compliance.

The Core module

The Core module has four parts:

  • Rights and responsibilities: person-centred supports, individual values and beliefs, privacy and dignity, independence and informed choice, and freedom from violence, abuse, neglect, exploitation and discrimination.
  • Provider governance and operational management: governance, risk, quality, information, complaints, incidents, human resources, continuity of supports, and emergency and disaster management.
  • Provision of supports: access to supports, support planning, service agreements, responsive support provision, and transitions.
  • Support provision environment: safe environment, participant money and property, medication, mealtime management, and waste.

The Verification module

The Verification module covers four areas: human resource management, risk management, complaints management and incident management. It applies to providers who only deliver lower-risk supports, assessed by a desktop verification audit.

Which modules apply to you?

Your registration groups decide your modules. A few rules change the usual mix: SDA with any other group also needs the Core module, an individual or partnership providing only early childhood supports is assessed against one Core outcome plus Module 3, and government providers are assessed against the Core module. Look up your groups or take the registration check.

The new SIL Practice Standards

From 1 July 2026, supported independent living providers must meet Module 5A, with four standards: supported decision-making; safeguarding; practice governance; and agreements about tenancy, housing and support arrangements. They focus on participants' voice, rights and freedoms in their home. Read every SIL outcome and indicator.

Prepare for your audit

Self-assess against every outcome that applies to you, then use the audit checklist.

Frequently asked questions

Do unregistered providers have to meet the NDIS Practice Standards?

The Practice Standards are the quality standards registered NDIS providers must meet. Unregistered providers aren't audited against them, but they must follow the NDIS Code of Conduct.

Are the NDIS Practice Standards changing?

New Practice Standards for supported independent living started on 1 July 2026. The NDIS Commission has also consulted on a wider review of the Practice Standards and is considering the feedback.
